From what I've seen, they seem to happen every month or two. If you miss this one, there may be another during the end of the fall festival and then perhaps another one during the Winter festival.

That's what I was figuring but they seem really spaced out. That might just be me, though. I asked another user about it and she said to have 1K by Christmas or such.

Question, when the draeyl revamps are in, will there be a discount for draeyl essences in the diamond shops?
