The Theater was big and spacious, and it's beauty was marred every year with the reaping. Stone seats and wooden picnic benches nearly surrounded the airy platform. Things were...changed in a way. Since the last reaping, people had to come there quietly, and nearly no drinks were allowed unless the water bottles were passed out at the Theater. The long hike to there made it difficult, but you were fairly sure you understood.
Your family stayed in the very middle like last year, the year before that, and the year before that...Well, you get the idea. It was like a tradition. People filed in around you - people you didn't know, people that were neighbors, others you knew from encounters - but even if someone you knew dearly came up to the seat, there was no chatter.
One of your friends, Alexa, walked over and took a seat next to you. "Hope you don't mind," she whispered quietly. She smiled tightly. That was one way you could easily identify that she was either stressed or extremely nervous about something.

(Both of your characters can interact with each other as long as things don't get out of hand. Don't forget to ping me. ;D)

If Alexa ends up being reaped, Elizabeth will volunteer to take her place

I placed a hand on her shoulder, trying to reassure her.
*Don't worry,* I said. *The odds of you being reaped are pretty low.*
Just then, a man walked up onto the polished wooden dais in the center of the Theater. He was flanked by two Peacekeepers in white uniforms, their faces hidden behind mirrored masks. A woman in the garish, elaborate dress of the Capitol followed him, as well as two people I recognized as past Victors.
*It's starting,* I whispered to Alexa. She rolled her eyes.
*Thanks, Captain Obvious,* she muttered.

Then let the Games begin.

"Hello and welcome to the *insert number here* Hunger Games!" Dead silence followed this. The speaker hesitantly laughs.
"Okay, so not everyone enjoys the Reaping. I can relate." He tried to mend. Alexa looked stony, and bit her lip again.
"Well, if all that surprise is past, the female tribute will be..." Of course. Every year they held out the suspense.

"ALEXA DINGO!" Alexa, beside you hesitated, but stood up. She would accept the fate. Not that she was exactly willing.

No.
My heart dropped into my stomach when I heard Alexa's name.
Not possible.
Alexa, my sweet, caring, innocent friend, sent off to fight in the bloody Games?
I felt myself at it out loud. "No. Wait."
But better her than me, right?
But even as I thought it, I was standing up, moments before Alexa could so she could make her way to the stage.
"I volunteer," I said. My voice carried all around the dead silent Theater.
"I volunteer to go in Alexa's place. I volunteer to be the female tribute."

Every one turned to look at you. A buzzing started, but the buzz is just people talking under their breath about you.

"No, Elizabeth you can't!" Alexa says, and stands up next to you. "It's impossible. I will go-" she said, but hands were holding her back.

Silence. "Um...Okay folks, I guess the new tribute is, erm, Elizabeth...What's your last name?" the speaker hesitated. New stuff made for improvises. And this was one thing nobody really thought would happen.
Sibling for sibling was thought of, but friend for friend?

"Honor," I called. "Elizabeth Honor."
Internally, I was wincing. Never had my last name felt so insufferably appropriate.
I gave Alexa a last look, one that I hoped said I was sorry. And I was. After all, I had basically given my own death sentence, and there was no way I could take it back.
People moved aside as I made my way down. I felt all their eyes on me, wondering why I could possibly have wanted to volunteer.
I just took my place beside the speaker and tried not to break down.
