the dragons sometimes live at sea cliffs, so I was thinking that while dill was there, they could be captured, then sold/traded to the village near the valley

humans wouldn't attack a lot at once, that would be foolish
maybe the humans spot them and lay down very strong fishing nets to catch some?
as you help try to free them, the humans come, so you distract them long enough so the others can escape, but you get captured in the process

there are areas set around for water dragons, but they are pretty small, and there isn't much saltwater
