I cannot say if this will for certain affect Europe(the current law's that my government are trying to pass are only for the US since they don't govern the rest of the world), but things that tend to pass in the US usually have a domino affect, what happens here tends to spread

Rip. I do feel kind of powerless because here in Europe there's not much you can do apart from spreading the news to American friends. I already signed the stupid change.org petition, lol.

Well, they voted against keeping it. I wonder what will happen to the site? Hopefully we can keep it, AT LEAST till the end of advent!

It will have to go through congress before anything takes place. Even if it does officially pass, it would take weeks to have everything in place. You won't have to worry at all, and there is a limited chance that anything really will happen to this site alone. Plus, depending on the ISP you have, you might still have net neutrality.
