I was trying to buy 4000 diamonds for 32 but it was trying to charge me 40

I am unable to process this for you atm as I don't have access to a computer. I will take care of everything tho as soon as I do and make sure you're able to purchase whatever it is you want, incase too much time passes or something and you're unable. Should be later today.

I just paid 40 of 4000 diamonds and now there not even there what Is going on at first it said it was 32 when I first go to buy them than when I finish filling out the card number and hit send it said I paid 40 I even checked my phone it said 40 was taken out and no diamonds on my account

Usually players can get rid of it by trying to check out again or clearing their browser cache and checking out again.

You can change your Avatar by navigating to "Account -> Wardrobe".

You can add items to your Wardrobe by using them from your Inventory.

Also, you can post these questions in the FAQ Forum, as that would be a more appropriate place and probably result in faster/more detailed answers.
