The fox spirits are harder to stop than normal wolves, which is probably why Sylve switched to them. She continues to do everything she can to try and hurt Cobalt.

(I feel like you misinterpreted. My knowledge of huli-jings is that they're fox spirits that sometimes steal souls. If there's some sort of different thing, I'm very sorry.)
