(Boredom, or she was investigating the fire in the marketplace. Or someone hired her to kill Elenor and Ember for injuring that vendor and possibly other passers-by. Information gathering before being hired to assassinate Elenor and Ember if someone sees Cesura's poster - possible outcome that could get her to properly meet Elenor and Ember)

(Right now, Elenor technically can't. She's interacting with Ember - and even if she wasn't, her allegiance is in Ember anyway right now - that's just one of her character traits. For now, we'll have to wait and see. Sorry bud :/)
