You manage to hold on to one of the horses but the glowing eye is still two horses away. There is a slight gap of open space between the next horse.

I debate; I can either wait for it to move again or attempt to climb down, using the steal beams of the structure.

They seem to be functioning there are three. One is a straight open chute down, another is a closed spiral, and the third alternates between open and closed.
