Players can only have one account, as multi-accounting is against TOS, so I doubt itll be added.

Yeah, I would like to know what exactly this means?
A new account doesn't do much if you lose access to your old one for whatever reason, because all your beloved pets, and items and currency will be locked to the new one.
Since you can always (as far as I know) make a new account (not saying you can multiaccount), if you lose access to your first one, the option to make a second one is always still there, assuming you don't want to contact Krin about losing your first.
So, I don't really know what this is meant to be for?

technically you cant make a second account but i know people that have cause they didnt remember their username so there was no chance of recovering it
