The one I use is called Medibang paint - it's for both PC and phone. It has a small learning curve, but the tools can get you professional-level results with little practice. All of my art is done on it (some of which you can see on my profile if you're looking for examples) and I'd never leave it for another lol.

And on top of that, it's free! All features are free. :D

OH and it also (at least the phone version) comes with a cloud library of free brushes (you can also make your own) and screentones for manga or comics. 11/10 you'll paint the next mona lisa with it.

Heeyyyy I'm a little bit late but if you're willing to spend the money procreate is a good app :)

Krita is great for computer
Ibispaint is good for phone
They're both free ones

though it may be a website, i use pixlr for photo editing and it has some drawing tools as well and its easy to learn if you use pixlr X and not E.

I prefer FireAlpca for the computer, although I can say that Kira is good, too.

I use Autodesk sketchbook and ibis paintx, both on my tablet.
