Is it possible to get restricted traits on a pet using ice sculpting?

Only with majestic catalysts. And they will only have the restricted traits from their set (e.g. Perma-Frostfeather griffs will have Frostfeather restricted traits; you'll never get, say, Majestic Peacock Wings).
