It isn't there. That ^ is the suggestions box.
But when I go to the bug reporting, it is there. But on the first photo the thread was in the suggestion box.

Hmm...The pic won't show up.
The other day, I was looking through the forums. I spotted a thread titled "Ethernia?". It was in the suggestion box thread thing. When I clicked the link to read the "Ethernia?" Thread, it took me to the bug reporting.
