what the title says. I've seen it mentioned before, but I can't seem to find anything about one. (if there is, could you link me to it?)
If there isn't, is it allowed to create one?

What your looking for is Tori's map thread. Tori is a player kind enough to make maps and post them publicly for the rest of us.
