I heard that you can buy legendary and rare pets from the scale shop, but I'm not sure of the legendary pet requirements. Does a 6-vis count as legendary? How many trait points are needed?

Legendary is 6 trait points. In the wild, they have orange stars. In the scale shop, they start from 1950 scales (6c) and go up to 2500 (3v).
(For the record, there are also red-star Mythical pets, which have 8 trait points. Those are not available from the scale shop, though, and can only be encountered very rarely in the wild.)

also, to clarify since you said '6-vis', legendaries are 6 tp not 6 vis. 6vis pets have 12tp (since each trait slot is made up of two tp).
"Legendary" is also specifically used for wild pets and eggs/pets in the scale/puff/vene shops, not bred pets or pets made via fest activities.
