Okay so I'm kinda new-ish and I've been setting up my pet's proficenties and I keep seeing that there are levels to the proficiency you pick for your pet but I have a level 48 pet and it still only had one proficiency attack. Can anyone explain it to me?

What exactly do you mean by "one proficiency attack"...?
You get prof points at levels 0, 30, 60, 65, and 70; I see that you've already allocated the two points available at lv49.
Both the lv0 and lv30 attacks themselves are activated.
If by chance you're referring to "Level Up Points", which you may have seen in a forum somewhere, those are outdated and no longer exist.
