We won't know any of the new themes or avatar outfits until either the start of the fest or perhaps a few hours before it, depending on when Krinadon adds them to the system.

Them being added will not be announced in any official capacity beyond that they'll be there once the Fest starts, though Krin will sometimes mention he's adding them in the chats. (it's just a matter of being hawk eyed on the theme dropdown lists in Advanced Search or knowing the wardrobe's current contents like the back of your hand)

Any new traits will be announced, but that will likely be after the fest starts and the Overview post is made, although again they may show up in the system before that, if you get lucky to catch them being added to the system by watching the Generator.
