How do you unlock the third party slot? I unlocked the second one by purchasing it, but the option to purchase the third one is locked.

You get the third from Sanctuary of Saerielle. I know it unlocks as you progress, though I can't remember exactly when that is.

You will be able to purchace it once you get to Umbra Forest, the next area. Go to it's town, the Sanctuary of Saerielle, and do the same thing you did to buy your second one. This is unlocked at about LvL 30.
