You can buy Exceptional Test Kits in the Diamond Shop.

but i don't have enough diamonds and i cannot buy diamonds from the diamond shop

Then, sadly, I don't think you can. I haven't either, but if you're looking to test pets, there are people in several forums who test pets for free.

If you save up enough gold, you can buy diamonds from other players on the currency exchange. The prices fluctuate though, so you can keep an eye on prices.

people who do free testing usually have forums on the Breeding Discussion section of the forums
