You can only add a pet that is of your user level or below.
To add her to your party, you would have to be at least level 34. Currently, you are level 9, so you can only add pets that are level 9 or lower.

To give a little more information on this, your user level is directly connected to the level of the highest pet you have personally leveled up. So your 'highest level pet' is currently lvl 10 (at this writing), hence your user level is 10. Once your pet has been raised to 11, your user level will go up as well.
Figured I'd throw this in so that your next question wouldn't have to be 'How do I raise my user level?" :3
