@Callista,

Looking it appears you haven't finished Umbra Forest as your Sylestia completion is not at 20%. You need to finish Umbra Forest to be able to go to the new town.

Does the last dungeon in Umbra need to be cleared in order to get to the new quests in the newly open map area?

nope, the quests aren't up yet. those'll probably come with the new zones that will come later.
