Has that board always been there? (if it has, i feel rather stupid for not noticing it. yes, i notice that it is locked and from a year or so ago, just wondering if it had been removed then accidentally placed back.)

Ohh yeah, I believe it was hidden when it was discontinued.
Awhile back, Sylestia offered "custom scrolls" to add your own content to the site. Price varied for what you wanted (2000 diamonds for a pet gene/mutation? Can't remember), but you could pretty much request anything if it was approved by admin (if it was, the scroll was spent, if not, you got to keep it).
It got to a point where it wasn't profitable enough to keep it, so it was discontinued, then the subforum probably went into hiding. I thought it was all deleted, but I guess it was saved!
