I know this is a horrible problem to have in the first place but I feel like I should say something.
I have a user blocked but I can still see their posts in chat and they can see mine. I know it won't fix the problem entirely and maybe someone has a better solution but is it at all possible to make blocking users carry over into the general/festival chats? I haven't noticed if I can see them or not on the forums but technically that, too...
I feel like I sound upset but I'm not. I just feel bad that I have to avoid chat to avoid them. Maybe someone has a better suggestion about how to fix it. :c

Unfortunately, there isn't a global 'system' in place atm. Comet Chat is separate from PMs, which is separate from Forums, which is separate from Region Chat.
It's a very complicated system. =S
The main "blocking" system is for CometChat/PMs. It won't have any effect on the Forums or Region Chat. Currently, there is no way to block players' messages in the Region Chat or Forums.
In the revamp, I will probably look into a more fluent system. Until then, there's not much that you can do about it. Sorry. =\
