I tried to change Color 1 of this pet:

It was a dark navy and wanted to change it to a dark burgundy red (the code is 24060C) darker than her belly, and instead of getting a red shade, I ended up with dark green!! I understand that the generator will tweak the colors a bit, but it's the first time the color is so off...
So, I got a second dye and tried to fix it.... And it kept the green shade, no change happened at all!
Is it normal, or is it a bug?

It's not a bug, but it's not necessarily "normal".
There are two swings to determining a color hex. The first swing is just a general swing that affects all 3 values equally. The second swing them adjusts each value individually. Sometimes, it can affect them in opposite directions causing a very dark red to become a dark green - or dark blue.
Unfortunately, you just had bad luck twice in a row. =\

I'm guessing you used a Regular pet dye? Because that would explain it.
Each color in the hexcode (red, green, blue) changes when dyed to create the color on the pet. Regular pet dye has a wider variation on each part of the hex than the greater pet dye does.
Totally Black: R 00; G 00; B 00
Color wanted: R 36; G 06; B 12
Color you got: R 13; G 36; B 27
Since you can't have a negative number for any part of the hex, a color so close to black can only adjust so much in one direction and often will adjust up instead of down. The vice versa applies to white, since the highest number that can be in each part if the hex is 255. So for dyeing colors at either end of the spectrum it's best to use greater pet dyes.
Of course, you can keep trying with lesser pet dyes and hope it works out right eventually.

I was using a lesser dye. I just redid it, and it came out brownish - it's better than the green. I'll definitely get another dye and try to fix it properly.
I guess I never should have changed her in the first place LOL
