Just wondering if it better to use this Philter (expedient learning) during festivals and is there any extra benefit from doing so or should I wait till after festival and use it then?

you can use them during edvents to get a little boost

If you're looking to lvl quickly, then yes, as it stacks with the double experience.
(However, it does not double expertise.)
