What does it mean when your pet has a certified name? Is it just a mark or pride or is there something else about it? I've just never seen one before.

they're just a special name type that gets purple text and marks that the pet was obtained in a special way. Mostly they're just used for pets like the ones made via combining shells this fest and pets obtained from the Lost Pets game
Besides the name being purple there's no functional difference between them and any other pet name

Also is it more valuble then a noncertified name?

Yes, because they're more rare. But that's pretty much it. Sometimes named pets are also guaranteed to come with rare traits, but that's not always the case. Or at least, it doesn't have to be.
