It looks to be either a 'Claw of some sort. Noting it's in the middle of the Nyxie city, probably a WhiteClaw. The Claws are, simply put, familiars with a fancy name, so it makes sense that it's so tame.

'Claws are usually owned by beings with large amounts of power, so its probably either the King's or Queen's.

It appears all the other 'Claws chose Sylve, hence why she's still covered in feathers.

And the hawk seems happy with her, noting it's now nibbling at her hair to try to clean it. It's admittedly quite cute.
