Two-Face has two personalities. A nice one and a crazy one. This was cause by some sort of mental disorder he had even before the apocalypse. He likely got arrested when he did something crazy in his second personality. Either way, his personalities were so separated that only the crazy one was infected. That personality then turned into a monster. So, in his nice personality he can use the monsters powers from his crazy personality. When he uses too much of his monster powers, he switches personalities. Of course, when he switches personalities he is still the same person, so he basically becomes a monster that still looks like a person.
Next theory
The monsters have a plan to take over the world. But at the current time, this is impossible. The monsters are too stupid. So, slowly they are learning. Like this:
These three panels show the monster learning. If it had survived, it would have been more difficult to kill in the future since it would know ahead of time when you were going to try to burn it because you said gasoline.
Think of it this way: sharks dont rule the ocean. This isnt because they arent strong enough, but their brains arent complex enough to do this.
The monster invasion plan has several stages
Stage one: kill all people
Stage two: develop the egg people
Stage three: take over

1st Place:
Co-Leader or 50k (Pick one)
2nd Place:
Random Avi Item or 20k (Pick one)
3rd Place:
Themed Pet from myself. Either a Spectral Ny'vene, Themed Nephini, etc.
Winners will be announced on April 2nd at any time. Depends on how busy I am. I'll see who creates a sylesti that looks the closest to the character ^-^
