He jogged back, urging the young lady to settle down a bit as he approached, using a combination of his ability and outright requesting it.

Axel chuckled. "Heh. Not a bad idea." He agreed, picking up the cuffs. He stooped down and carefully attached one to the guy's left wrist, paused in consideration, then clasped the other end to the sign that named the street corner.
