1)Either infertile it before you sell it, sell out 'breeding right' (breed to ID). But once a pet exchange is made the original owner should not have any more say over it. (Unless the pet was specifically sold under the agreement that two players have already worked out)
2)I do play a game where some pets have limited breedings (per their creators request) and it, along with a few other factors, has mad the game pay to play and it would deeply upset some of us if that happened with sylestia.

I dislike the idea that I could buy a pet and the owner could decide later that they don't want any more of that pet bred, and then make the pet infertile.
I also dislike the idea of buying a pet and being extremely limited on when or how many times I can breed it. (to be honest, I am not even fond of the idea of infertile pets, though it is so obvious the pets are infertile due to the icon that I can avoid them if I want and I do understand the reasoning behind having them).
I am fully behind the idea that once a pet is sold, the original owner has absolutely no more say in what happens to the pet (this is actual selling, not transactions that require the pet being on another player's account ,but it is still belongs to the first person).
most of my buying is done through advanced search. I don't know (usually) the player I am buying the pet from, they don't know me. It is an impersonal transaction in which I see a pet I like or have a reason to buy and then buy it. I don't check the player's profile, nor do I really care about that player beyond the fact they had a pet I wanted.
Sometimes I may plan to breed these pets down the line, but that could be years from now. I am currently buying up 6 vis (sometimes 3 vis or more) pets to redye, and I may get a pair that I really like and want to breed together every once in a while, especially if other players like the design. Buying these pets, and then finding out that I only had 2 weeks to breed them before they went infertile, or I can only breed them five times (and the original owner bred them three times already) would upset me greatly.
to me, as a buyer, that doesn't sound like a fun mechanic, and honestly it would probably have made me, if Sylestia had had something like this before I joined, think twice about joining.
