Oh, alrighty. My big idea was that the BBEG had control of the justice system- So when the orphans try to get the polices' attention they get themselves into eveno trouble/they don't get any justice.

Also Sabira, that is an amazing idea!
The only thing is, in the time period chosen it isn't entirely needed sorry to say. I don't mind including it but due to the times/area the orphans would be in the mere fact they are orphans they'd have a very bad reputation already, and going to a police wouldn't change much.
( Though my idea for the towns was the area of starting was in the west, a non-updated area and the more east they go, the more modern it gets? Ending at a city but with very little cars but coachmen available )
