So, taking inspiration from Nightgaze's suggestion I have compiled a design.

Alright, the two breeds for this girl are:
Sheltie
I chose this one because they still have some of the grace of afghan hound while being cuter and easier to draw. Like, how to I draw curtain hair? I'll settle for floof.
Finish Landrace
Lives in the cold, fluffy, commonly white, nice horns, exactly what I need.
Palette and Markings
Blonde, Pale Gold, Gold, Tuscan Brown, Eerie black.
I think I'm going to follow most of the Sheltie markings, but change them up a bit. The dark grey/brown color will be the Gold in her palette, the golden brown will be Pale Gold, and the white underbelly will be Blonde. As for the Eerie black, I will give her a few stripes on her rump, and probably some other things along the way. Her horns will be Tuscan brown, and her eyes will match her horns.
True to most Daecapri, she will have paws on her front feet and hooves on her back feet. Following Shelties, she will be most fluffy on her neck, chest, tail, and elbows. She will have goat-like ears, a goat-like nose, and a goat-like tail (all Daecapri have this).

Palette and Markings
Eerie Black, Quick Silver, Platinum, Snow, Celestial Blue.
Since the Black Bengal goat has very unique markings, but I like the markings of the Tibetan Mastiff, I am going to mix and match. He will have the black back of the Tibetan (eerie black), the creamy brown colored belly and legs seen on the Tibetan will be Snow along with the facial markings of the Bengal. The grey/brown patches on the legs will be platinum, and his rounded horns will be Quick Silver. I wanted to give him something special, so I decided to put spots on his rump to look like stars. They will look kind of like the spots on a fawn and will be random patterns of Snow, Platinum, and Quick Silver. His eyes will be Celestial Blue.
He will also have hooved back feet and pawed front feet. His most fluffy areas will be head, neck, chest, elbows, and tail. He will have goat-like ears, nose, and tail.
These designs are still up for debate.
