well, if you want quality, you should definitely buy SAI. It may be a bit pricey, but it's a very reliable option. If you don't want to pay, I'd suggest FireAlpaca; though you can;t really make custom brushes, and it doesn;t have as many options as SAI, it's pretty good for a free program. A poor man's SAI.
Also, don't let petty things like pricing crush you. There's always ways around things like this. You could, of course, download the free version, but I have a cleaner conscience if I actually buy my programs.

This is the best I think that I've tried so far. It's completely FREE and has tons of tools. You can upload your own brushes and tones and it even has options for them when you upload. :3

I use deviantart muro, and gimp. Deviantart Muro is better for me though.
