Assuming you mean the sylesti garden; it's not gonna be closed til the 20th, so yes, it's still open.
Maybe they're just unaware, it happens; you can inform them of such.
For now, you should wait imo.

A player has 72 hours to get you the promised pet and fill all aspects of the deal (in this case it would be 72 hours to start the offer, and once finished, 72 hours to get it to you I assume)
I would warn them, and if they still do not respond, ask Krin about it via PM
