I know this existed at one point. I just don't know where the thing is where I can buy other player's pets. I haven't been super active recently (I was off for most of a year) and I'm really confused.

There isn't really a specific place where you can buy other players' pets, if you want to buy a pet, you can look them up on Advanced Search or just go to the profile of the pet you want to buy.

I thought they meant, like an actual implement that let you browse pets for sale.
