Hi,
My sister tried registering for an account today, but it keeps telling me that there's another account registered from this location and that she can't sign up? I tried letting her sign up on her iPad and on my computer, but it's not working. My other sister had no problems signing up before. What do I do?

Two accounts per IP
PM krin and ask about it.

It's because you're only allowed one acccount per IP address. Seeing as all your devices likely use the same IP address, you won't be allowed to create another one. You can have two accounts long on using the same IP address provided they're registered to different ones, but if you're going to do that it's advised to send Krin a PM letting him know they're not both your accounts.
If you want to create another account from the same IP address, all you have to do is PM Krin (heck, you could probably even just ping him on this thread) and ask him if your sister can register, and he will probably allow the code to let your sister create a second account, or whatever he does.
The only exception to the one-account-per-person rule is Amarock and their second account, Amarockshadow. They're the one who created the amazingly extensive Sylestia Walkthrough, and seeing as you can't reset your game, they needed another account to do it, since they had no clue to be creating one as they went through the first time.

Its two acoutns an ip address
But one acount per user
But tere are exceptions like amarok
