This may not be directly on site, but for some reason it won't accept my card, which is activated and registered and works anywhere else, and it instead says this:
"The card you entered cannot be used for this payment. Please enter a different credit or debit card number."
It has never been a problem before when I've done it many times but it's becoming one now. I've tried everything I could do, even deactivated it, etc.

This would be something PayPal could help you with better than I could.
However, the only thing I can really think of is are you trying to purchase w/o logging into your PayPal account? I think PayPal forces you to use your balance instead of a card charge and if your card is tied to your account - it will deny the purchase because it wants you to log in and use your balance.
If that isn't the issue though, you'll just have to contact PayPal. Their service is typically very quick though so hopefully it won't be too much of a hassle.
