Are the two new Glamorous Fairy sets, Tropical and Ocean Breeze, available anywhere during this fest? If so, where can I find them?

They can be found from the Beach Treasure Seeking feature.

Tropical items can be found using Shovels and Ocean Breeze items can be found with Fishing Poles.
