I noticed the splash shown on the top of the page says "Beta" - isn't this game almost 10 years old?

Yes, and yes.
Sylestia is very much in beta, as is evident by the fact that we have a slipshod of pages using older and newer styles. Krinadon does have some vision of what he hopes to accomplish once it leaves beta, but the whole process from the start until now has been him learning over time.
He's the only programmer he has, so new things can only come out as he finds the time to do them, and he has to do all the fine-tuning and tweaking himself, after all

Has Krin ever said at all if he was willing to bring new programmers on board to ease the workload?

he's explicitly stated that he doesn't intend to take on any other programmers, not the least among them that he learnt coding from the ground up and so has his quirks with how he has coded sylestia because of it
