So, as the title suggests, this post is mainly a complaint about paypal. It is only very tenuously connected to sylestia, which is why the off-topic category. I believe the information contained within may be somewhat helpful to others who may find themselves in a similar situation, which is why I'm bothering to post it at all. I won't hold it against anyone if the mods just delete this post lol.
That said, time to actually say what I'm complaining about.
On June 11th, I made a payment through paypal to Zenni Optical to buy new glasses because my old ones broke. I knew I didn't have funds atm, but I was going to be paid soon and could resolve any negative balance then. Which I have done, on the 25th to be exact. It is now the 29th, and the top-up is still pending, so when I went to purchase diamonds from the sylestia diamond shop, paypal was going to charge the negative balance plus what I was spending on diamonds, even though my bank account says the negative balance has already been deducted (I can't afford to pay that twice in one month). So, I had to cancel my sylestia diamonds purchase for the moment, then I did some research. Even though my bank account has already deducted the funds, paypal will still show a negative balance until 5-7 business days after the transfer was initiated. Which is lame.
I need to gender swap a project pet I recently bred, which is why I was going to buy diamonds, but looks like I gotta wait for funds that are no longer in my bank account to be cleared by paypal if I want to avoid paying the paypal negative balance twice. I feel really restless and impatient to be getting about doing that gender swap lol.

I wanted to update that the topup had posted to paypal by yesterday afternoon, July 1st. I don't know the exact timing, but considering there are 30 days in June and the payment was initialized on the 25th and done by the 1st of July, it took one day less than a full calendar week to post, or four business days (not including the 25th, when it was first initialized).
