Thye're kind of like prize baskets. When you open them, you get a prize. If you open them during a festival, you get a festival themed prize.

yes, I've gotten a lesser genetic mutator before, I don't kow what you can specifically get though...

The Golden Egglings can give you anything from the scale shop (philters, mutator, pet dyes) or a random essence. During Festivals the Golden Egglings, like Kestral said, have a chance to give you a festival themed item.
