Is it possible to send diamonds to another player?

Yes. You have to use the Currency Exchange. The receiver needs to set up a transaction to sell you 1 gold for the amount of diamonds you want to give them. Don't do it the other way around or you'd be selling diamonds for 1 gold and someone is going to snatch it up.
