I'm trying to use my mission satchels, but when I do it says "you cannot do that with a full inventory". I only have 6 items, including the satchels. It let me use a box of brewing agents, and create/open a handful of candy.

Are there any empty spaces in your inventory?

Yes. I'm able to open avatar boxes and other things. Just not my mission/event satchels.

Check your equipment inventory. Your equipment tabs are probably full. :)
