So I bred a level 60 and a level 34, and when the bab hatched, it was lvl 5,,,,????? Can anyone explain??? Is it that Little Lulu got pre-leveled because her parents were high level?

yes, she did. let's say i breed a lvl 60 pet with a lvl 70 pet, and the egg turns out to be lvl 8 (i think, i don't know how it's calculated :P). when you breed high level parents together their offsprings will be pre-leveled a few levels. so yeah, it's normal

That is precisely right :)
I'm not 100% on this, but I'm pretty sure it adds the parents' levels together and divides the total by 20 to get the offspring's starter level. (IE: 60 + 34 = 94; 94 / 20 = 4.7; 4.7 has the offspring start at level 5. )
Currently the highest level a hatchling can get is level 7.
