I've looked everywhere and I just can't find the pet shop. I found the broker shop where you can sell armor, potions, essence, etc., but I can't seem to find where the pets are sold.

Advanced Search can be used to find pets that other players are selling.
Pet Auctions forum is another option.
You can also buy egglings (of random species (of the regular, non-fabled species, excluding puffadore, lunemara, and kelpari) and random colours, but determinable TP count) from the scale shop.
