I was wondering if maxing a stat is only possible with philters and if the level the bred pets are affects their offspring

This guide should help you understand it more in detail but yes, you do nead philters but nuriture click can be helpfull as well. When we talk about max stat we talk about base stat not increassed stat from level up, while offspring of high levels pets will have slightly higher lever it will not affect the base stat. ^-^
