What level do you have to be to see peoples prices on their pets?
Im level twelve and it won't let me click that button when I see it.

Level doesn't have an impact on that. If the view prices button is lit up but no price is shown when it's clicked on, it means they have the pet for a specific player ID. If a pet is for public sale, where anyone can buy the pet, when you click the view prices button you'll see a price there

you don't need a specific level to view pet sale prices.
it probably doesn't work because it's not for sale, take my hatchery for example:
some pets have a gold icon at their top left, which indicates the sale price; but some don't, whether you go in it's profile or not because it's not for sale.

or as Drascon said, it's set up for certain player, not for anyone else to buy
