When playing Jinxie's Jamboree, there is a 5 above the button to play. There 5 is lit up, and then there is a 10 and more numbers going up. When I roll the mouse over it it says it has not been unlocked yet. What are they and how do I unlock them?

They are the cost per spin of playing. If you increase the cost to 10 gold, then all of the values of the prizes double (except for the jackpot). Basically, it makes the game have higher stakes and higher rewards.
I'm not entirely sure how the numbers are unlocked. I've unlocked the ten, but I don't know quite when or why that happened. It may have something to do with player level, but don't quote me on that.

The game is supposed to unlock as you complete new regions in the game. So if I'm not wrong, when you finish the next region, you get to tier 10 in the game.
However, since the 3rd region is technically unfinished, you can't get any higher than tier 10.
