How do the proficiency attack thingamagig work? How many battles do i have to do to get to the next level?

Proficiency ranks get, so far as I've been able to tell, about .01% for every two uses of an attack- meaning you need to use an attack A Lot to get a rank up (which can be. pretty difficult with some abilities, depending on playstyle.)
Rank exp only increases when fighting in the Grove, and the current max rank is 3.
