I am not entirely certain how to do this. Especially if you want to gift it to them at no charge. Could someone help me?

What I have done so far is to put their user id in and place the amount at 1g since it doesn't take unless I do otherwise. But my question really lies on, how do I make sure they are alerted to the pending transaction? Does it alert them automatically?

Currently the only way to safely "trade" pets is as you described it.
Putting the pet for specific user's ID and price of 1 gold.
(Putting user's ID in the sale assures that the pet is not for public sale)
However there are no notifications of the pet being currently available for purchase.
You can just inform the receiver player yourself that you've set the pet for them.
Adding links to the pet (so that they do not have to search your whole stable) is helpful too.
The player that is getting the pet will see it as available for purchase in the pet's profile.
