My pets in my hatchery have stopped growing. They say 100%, but haven't changed. The 1 is 8 days old, and has been so all day.
There are several 7 day old ones that claim to be at %100 percent as well. Not to mention a 6 day old one is claiming to be at %100 percent.
Is this a glitch?

I believe you're referring to the yellow bar near the bottom of the genetics page?
That marks the growth percentage only for eggs. Thereafter, it'll show how hungry/full your pets are.
For growth wise, it's based on the pet's maturity, and can be seen by the other stages (besides egg) from the image url, ONLY IF your pet is genetically tested.
It takes 72 hours to be a hatchling,
216 hours to be adolescent,
648 hours to be adult.
So roughly 3, 6, and 18 days in each stage respectively, unless you speed up the rate of maturity by nurturing/giving magical pies.
